Hizmet niteli\u011finin \u00f6l\u00e7\u00fclmesi, ayn\u0131 zamanda hizmetlerin geli\u015ftirilmesi ve benzer kurulu\u015flarla kar\u015f\u0131la\u015ft\u0131r\u0131lmas\u0131 i\u00e7in yap\u0131lmas\u0131 gerekli bir i\u015flemdir. Bu \u00e7al\u0131\u015fman\u0131n amac\u0131, Ankara\u2019da belirlenen halk k\u00fct\u00fcphanelerinin hizmet niteliklerinin bir \u00f6l\u00e7ek temelinde de\u011ferlendirilmesidir. Ara\u015ft\u0131rman\u0131n kapsam\u0131na al\u0131nan k\u00fct\u00fcphaneler Ankara\u2019da \u00fcst, orta ve alt sosyo-ekonomik b\u00f6lgelerden se\u00e7ilen Cebeci Halk K\u00fct\u00fcphanesi (Cebeci HK), Mamak \u0130l\u00e7e Halk K\u00fct\u00fcphanesi (Mamak \u0130HK) ve Or-An Sevgi Y\u0131l\u0131 Halk K\u00fct\u00fcphanesidir (Or-An HK). Ara\u015ft\u0131rma \u00e7er\u00e7evesinde 2011 y\u0131l\u0131 Kas\u0131m ay\u0131nda bu \u00fc\u00e7 k\u00fct\u00fcphanenin toplam 120 kullan\u0131c\u0131s\u0131na Libqual+\u2122 Hizmet Nitelik \u00d6l\u00e7e\u011fine dayal\u0131 bir anket uygulanm\u0131\u015ft\u0131r. Ara\u015ft\u0131rmadan elde edilen sonu\u00e7lara g\u00f6re, kullan\u0131c\u0131lar bu k\u00fct\u00fcphanelerin hizmet kalitesinden genelde memnundurlar. Ancak, k\u00fct\u00fcphanelerde bilgiye eri\u015fim ve halkla ili\u015fkiler a\u00e7\u0131s\u0131ndan baz\u0131 memnuniyetsizlikleri bulunmaktad\u0131r. Kullan\u0131c\u0131lar bu k\u00fct\u00fcphanelere t\u00fcm hizmet niteli\u011fi unsurlar\u0131 itibariyle 9 \u00fczerinden ortalama 7,2 puan vermi\u015flerdir ve bu konuda k\u00fct\u00fcphaneler aras\u0131nda anlaml\u0131 bir fark bulunmam\u0131\u015ft\u0131r.<\/p>\n<p style=\"text-align: justify;\"><strong>\u0130lk\u00f6\u011fretim \u00d6\u011frencilerinin \u0130nternet\u2019te Bilgi Arama Davran\u0131\u015flar\u0131<\/strong><br \/>\nSelda Ekici, Nazan \u00d6zen\u00e7 U\u00e7ak<br \/>\n\u00d6z<br \/>\nBu \u00e7al\u0131\u015fma, ilk\u00f6\u011fretim \u00f6\u011frencilerinin \u0130nternet\u2019e ili\u015fkin tutumlar\u0131n\u0131n, kullan\u0131m al\u0131\u015fkanl\u0131klar\u0131n\u0131n, \u0130nternet\u2019te bilgi arama davran\u0131\u015flar\u0131n\u0131n ve kaynak g\u00f6sterme \u00f6zelliklerinin belirlenmesi amac\u0131yla ger\u00e7ekle\u015ftirilmi\u015ftir. \u00c7al\u0131\u015fman\u0131n amac\u0131n\u0131 ger\u00e7ekle\u015ftirmek i\u00e7in, biri \u00f6zel biri devlet olmak \u00fczere iki okulun sekizinci s\u0131n\u0131f \u00f6\u011frencileri se\u00e7ilmi\u015ftir. Toplam 149 \u00f6\u011frenciye anket uygulanarak \u00f6\u011frencilerin bilgisayar ve \u0130nternet kullanma becerileri; \u0130nterneti hangi ama\u00e7larla nas\u0131l kulland\u0131klar\u0131; bilgi gereksinimleri ve bilgi arama davran\u0131\u015flar\u0131; bilgi eri\u015fimde kar\u015f\u0131la\u015ft\u0131klar\u0131 sorunlar; bulduklar\u0131 bilgiyi nas\u0131l de\u011ferlendirdikleri; \u00f6devlerinde nas\u0131l kulland\u0131klar\u0131 ve kaynak g\u00f6sterme konusunda fark\u0131ndal\u0131klar\u0131 belirlenmeye \u00e7al\u0131\u015f\u0131lm\u0131\u015ft\u0131r. Bu anket, ara\u015ft\u0131rman\u0131n yap\u0131ld\u0131\u011f\u0131 okullar\u0131n y\u00f6netiminden sorumlu Sa\u011fl\u0131k ve E\u011fitim Vakf\u0131\u2019na, k\u00fct\u00fcphanelerin ba\u015far\u0131s\u0131n\u0131 ortaya koyan istatistiksel g\u00f6stergeler sunmak amac\u0131yla ger\u00e7ekle\u015ftirilmi\u015ftir. Sorular\u0131n \u00e7o\u011fu 2002 tarihinde Ohio E\u011fitimsel K\u00fct\u00fcphane ve Medya Derne\u011fi (OELMA) taraf\u0131ndan ger\u00e7ekle\u015ftirilen k\u00fct\u00fcphane anketinden al\u0131nm\u0131\u015f ve T\u00fcrk\u00e7eye \u00e7evrilmi\u015ftir. K\u00fct\u00fcphaneden elde edilen yard\u0131ma ili\u015fkin 27 soru 7 ana grup alt\u0131nda b\u00f6l\u00fcmlere ayr\u0131lm\u0131\u015f ve ortalamalar\u0131 al\u0131nm\u0131\u015ft\u0131r. Niteliksel veri i\u00e7in \u00f6\u011frencilerden k\u00fct\u00fcphaneden ald\u0131klar\u0131 yard\u0131ma ve bu yard\u0131m sayesinde ne yapabildiklerine ili\u015fkin bilgi vermeleri ve \u201cK\u00fct\u00fcphane nas\u0131l olsayd\u0131 daha iyi olurdu?\u201d sorusunu yan\u0131tlamalar\u0131 istenmi\u015ftir.<\/p>\n<p style=\"text-align: justify;\"><strong>Okuman\u0131n N\u00f6robiyolojisi<\/strong><br \/>\nB\u00fclent Y\u0131lmaz<br \/>\n\u00d6z<br \/>\nPsikolojik, sosyolojik, k\u00fclt\u00fcrel vb. ba\u011flamlarda ele al\u0131nan okuma olgusu, \u00fczerinde \u00e7ok \u00e7al\u0131\u015f\u0131lan bir konudur. Ancak, n\u00f6robiyolojik yakla\u015f\u0131m, bulgu ve yorumlar okuma olgusunu farkl\u0131 bir boyutuyla da de\u011ferlendirmemizi gerektirmektedir. Beyin-okuma ili\u015fkisi \u00fczerine odaklanan bu bilimsel alan, beynin okuma s\u00fcrecini nas\u0131l ger\u00e7ekle\u015ftirdi\u011fini ortaya koymaya \u00e7al\u0131\u015fmakta ancak ayn\u0131 zamanda okuman\u0131n beynin fizyolojik ve bili\u015fsel yap\u0131s\u0131n\u0131 nas\u0131l etkiledi\u011fini de incelemektedir. Elde edilen sonu\u00e7lara g\u00f6re, ger\u00e7ekle\u015fmesi \u00e7ok karma\u015f\u0131k bir i\u015flem olan okuma becerisinin sonucu olarak bireyin zihinsel olarak geli\u015fti\u011fi, kendini bilme ve kendini denetleme gibi \u00fcst d\u00fczey zihinsel etkinliklerinin artt\u0131\u011f\u0131 belirtilmektedir. Kamuda \u201cb\u00fcrokrasinin azalt\u0131lmas\u0131 ve idari basitle\u015ftirme\u201d \u00e7al\u0131\u015fmalar\u0131 kapsam\u0131nda haz\u0131rlanan Kimlik Payla\u015f\u0131m\u0131 Sistemi Y\u00f6netmeli\u011fi 8 Aral\u0131k 2006 tarihinde y\u00fcr\u00fcrl\u00fc\u011fe girmi\u015ftir. Zaman ve mekan kavram\u0131n\u0131 ortadan kald\u0131ran bu bulu\u015f herkes gibi k\u00fct\u00fcphanecilere de yeni ufuklar a\u00e7m\u0131\u015f, yeni yollar \u00e7izmi\u015ftir. Geli\u015fen teknolojinin k\u00fct\u00fcphanelere getirdi\u011fi en b\u00fcy\u00fck de\u011fi\u015fimlerden biri de d\u0131\u015f kullan\u0131c\u0131 say\u0131s\u0131ndaki \u00f6nemli art\u0131\u015f olmu\u015ftur. \u00d6zellikle kullan\u0131c\u0131 memnuniyetini \u00fcst seviyede tutmay\u0131 hedefleyen her k\u00fct\u00fcphane i\u00e7in k\u00fct\u00fcphaneleraras\u0131 i\u015fbirli\u011fi zorunluluk haline gelmi\u015ftir.
