Ancak \u00f6l\u00e7mek istedi\u011fi \u015fey kap\u0131s\u0131na gelenin bilime yapt\u0131\u011f\u0131 katk\u0131, ekip \u00e7al\u0131\u015fmas\u0131ndaki g\u00fcc\u00fc, a\u011f\u0131n\u0131n geni\u015fli\u011fi, \u00fcrettiklerinin kalitesi veya topluma yarar\u0131 de\u011fil. \u00c7\u00fcnk\u00fc elindeki mezura bunlar\u0131 \u00f6l\u00e7ebilecek yeteneklere sahip de\u011fil. Karar verici de bunun fark\u0131nda ancak ona g\u00f6re en kolay yol bu.<!--more--> Daha k\u00f6t\u00fcs\u00fc, karar verici en kolay\u0131n\u0131n bu oldu\u011funu d\u00fc\u015f\u00fcnd\u00fc\u011f\u00fcnden kap\u0131 \u00f6n\u00fcne gelenlerin kendilerini mezurayla \u00f6l\u00e7\u00fclebilecek hale getirmeleri \u015fart. Bu noktada kimi akademisyenler kurallar\u0131 kendilerine uydurma yolunu se\u00e7iyor ve mezurayla oyun oynuyorlar. Akademide normal olan\u0131n bu oldu\u011funu iddia ederek yapt\u0131klar\u0131n\u0131 normalle\u015ftiriyorlar. Hi\u00e7bir derde \u00e7are olmayan \u00e7\u00f6p yay\u0131nlar yap\u0131yor, at\u0131f \u00e7eteleri kuruyor, sahte konferanslar d\u00fczenliyor ya da ya\u011fmac\u0131 yay\u0131nc\u0131lara y\u00fczlerce dolar \u00f6deyerek kap\u0131dan ge\u00e7meyi ba\u015far\u0131yorlar. B\u00f6ylece ya\u011fmac\u0131 yay\u0131nc\u0131lardan s\u00fcrekli \u015fikayet eden akademi, bile isteye avc\u0131lara yem oluyor [2].<\/p>\n<p>Peki, neden engellen(e)miyor? \u00c7\u00fcnk\u00fc engelleyebilecek sistemler yaratmak \u00e7ok zor. Karar vericiler somut \u00f6l\u00e7\u00fcm ara\u00e7lar\u0131 istiyorlar ancak kaliteyi \u00f6l\u00e7ebilecek bu t\u00fcr ara\u00e7lar\u0131 yaratmak m\u00fcmk\u00fcn de\u011fil. Bunun i\u00e7in kap\u0131 tutucular\u0131n ara\u015ft\u0131rma de\u011ferlendirme konusunda deneyim ve sa\u011fduyuya sahip olmalar\u0131 gerek. Kap\u0131dan hasbelkader ge\u00e7ebilmi\u015f ki\u015filer yeni kap\u0131 tutucular\u0131 haline geldiklerinden bu sistemi yerle\u015ftirmek her ge\u00e7en g\u00fcn daha da zorla\u015f\u0131yor. Kap\u0131 tutucular kendilerinden daha iyi olanlar\u0131 i\u00e7eri sokmamak i\u00e7in insan\u00fcst\u00fc \u00e7aba harc\u0131yor ve \u00e7o\u011funlukla bunu ba\u015far\u0131yorlar. Akademi freni patlam\u0131\u015f bir otomobil gibi i\u00e7indekilerle beraber kendi felaketine s\u00fcr\u00fckleniyor.<\/p>\n<p>Az say\u0131da akademisyen ise Don Ki\u015fot olup \u00f6n\u00fcne sunulan bu normali kabul etmeyerek yel de\u011firmenleriyle tek ba\u015f\u0131na bile sava\u015fabilece\u011fine inan\u0131yor. T\u0131pk\u0131 Don Ki\u015fot gibi kendisine sunulan\u0131 de\u011fil, kendi yaratt\u0131\u011f\u0131 akademiyi se\u00e7en bu \u201cdeli\u201d kahramanlar sayesinde baz\u0131 \u00fclkelerde akademinin yel de\u011firmenleri teker teker y\u0131k\u0131lmaya ba\u015fl\u0131yor. \u00d6rne\u011fin, Ghent \u00dcniversitesi art\u0131k ki\u015filerin, kurumlar\u0131n veya \u00fcniversitelerin adeta bir s\u0131\u00e7an yar\u0131\u015f\u0131na sokuldu\u011fu sistemlere katk\u0131 sa\u011flamayaca\u011f\u0131n\u0131 \u201c\u00fcniversitemizi yeteneklilerin kendilerini yeniden de\u011ferli ve ilgilenilmi\u015f hissettikleri bir yer haline getirmeye \u00e7al\u0131\u015f\u0131yoruz\u201d diyerek a\u00e7\u0131klayabiliyor [3]. D\u00fcnyada 13,425 ki\u015fi ve i\u00e7inde T\u00fcrkiye\u2019den yaln\u0131zca Bilim Akademisinin yer ald\u0131\u011f\u0131 772 organizasyon ara\u015ft\u0131rma de\u011ferlendirmelerini daha anlaml\u0131 hale getirmeye \u00e7al\u0131\u015fan DORA giri\u015fimine imza atabiliyor [4]. Sosyal bilimler ve insan bilimlerinin daha adil de\u011ferlendirilebilmesine y\u00f6nelik \u00f6l\u00e7\u00fctler geli\u015ftirmek i\u00e7in projeler y\u00fcr\u00fct\u00fcl\u00fcyor [5]. Bir grup insan mutlaka \u00f6l\u00e7mek gerekiyorsa en az\u0131ndan sa\u011fduyulu \u00f6l\u00e7\u00fctler (responsible metrics) geli\u015ftirilmesi gerekti\u011fine inanarak \u00f6nemli raporlar haz\u0131rl\u0131yorlar ve ara\u015ft\u0131rma de\u011ferlendirme s\u00fcre\u00e7lerini iyile\u015ftirmeye \u00e7al\u0131\u015f\u0131yorlar [6, 7]. D\u00fcnyan\u0131n en sayg\u0131n bilgibilim dergilerinden birinde \u00e7al\u0131\u015fan edit\u00f6rler s\u0131rf Elsevier yay\u0131nevine tepkilerini g\u00f6stermek amac\u0131yla prestij kaybedeceklerinden korkmadan toplu olarak istifa ediyor ve a\u00e7\u0131k eri\u015fimli olarak yay\u0131nlayacaklar\u0131 yeni dergilerini duyurabiliyorlar [8]. T\u00fcm bu \u00e7abalar t\u00fcnelin ucundaki \u0131\u015f\u0131\u011f\u0131 parlat\u0131yor ve bu durum \u0131\u015f\u0131\u011fa gitmeye g\u00f6n\u00fcll\u00fc kurum ve \u00fclkelerde \u00f6nemli iyile\u015fmelere sebep oluyor. Kan kaybetmiyorlar. Aksine de\u011ferlerini geri kazan\u0131yorlar.<\/p>\n<p>\u00dclkemizde yel de\u011firmenleri hala \u00e7ok g\u00fc\u00e7l\u00fc. Don Ki\u015fotlar \u00e7o\u011funlukla kaybediyor. Sava\u015f\u0131yorlar evet, yel de\u011firmenine anl\u0131k zararlar veriyorlar ancak ba\u015far\u0131l\u0131 olmalar\u0131 \u00e7ok zor. \u00c7\u00fcnk\u00fc \u00fcniversiteler hala b\u00fcy\u00fck idealar\u0131 olan \u201cilk 500\u201de girmek i\u00e7in sava\u015f\u0131yor, akademisyenler bir ila\u00e7 m\u00fcmessili gibi akademik te\u015fvik kotas\u0131 doldurmaya \u00e7al\u0131\u015f\u0131yor, en etkili akademisyenler hala en \u00e7ok yay\u0131n yapana g\u00f6re belirleniyor\u2026 \u00dczerinde oynanmaya a\u00e7\u0131k sistemler oyuncusunu her zaman buluyor ve bu oyuncular \u00e7o\u011fu zaman kazan\u0131yorlar.<\/p>\n<p>Don Ki\u015fot\u2019u okuyanlar bilir.
