Milli E\u011fitim Bakanl\u0131\u011f\u0131\u2019na okul k\u00fct\u00fcphaneleri konusunda sevindirici bir hareketlenme getirmesine kar\u015f\u0131n, <span style=\"text-decoration: underline;\"><strong>Bakanl\u0131\u011f\u0131n bu k\u00fct\u00fcphaneler konusunda bir politikas\u0131n\u0131n olmamas\u0131 b\u00fcy\u00fck bir belirsizlik yaratmakta<\/strong><\/span> ve s\u00fcrd\u00fcr\u00fclebilirlik konusunda sorun olu\u015fturmaktad\u0131r. Bu nedenle, MEB\u2019in, kendilerine bundan sonraki s\u00fcre\u00e7te okul k\u00fct\u00fcphaneleri konusunda bir politika ve yol haritas\u0131 belirlemeyi ama\u00e7lad\u0131klar\u0131 <span style=\"text-decoration: underline;\"><strong>\u00c7al\u0131\u015ftay\u2019a 17-18 k\u00fct\u00fcphaneci davet etmi\u015ftir<\/strong><\/span>. Bu se\u00e7imi nas\u0131l ve hangi \u00f6l\u00e7\u00fctlere g\u00f6re yap\u0131ld\u0131\u011f\u0131n\u0131 bilemiyoruz.<\/p>\n<p style=\"text-align: justify;\">Hacettepe \u00dcniversitesi Bilgi ve Belge Y\u00f6netimi B\u00f6l\u00fcm\u00fc, Ankara \u00dcniversitesi Bilgi ve Belge Y\u00f6netimi B\u00f6l\u00fcm\u00fc, KYGM, Milli K\u00fct\u00fcphane, TKD, Okul K\u00fct\u00fcphanecileri Derne\u011fi, ANKOS, IASL, Y\u00d6K Yay\u0131n ve Dok\u00fcmantasyon Daire Ba\u015fkanl\u0131\u011f\u0131, T\u00fcrk Tarih Kurumu K\u00fct\u00fcphanesi, Ankara \u00dcniversitesi K\u00fct\u00fcphane ve Dok\u00fcmantasyon Dairesi, Y\u0131ld\u0131r\u0131m Beyaz\u0131t \u00dcniversitesi K\u00fct\u00fcphanesi, Ko\u00e7 \u00dcniversitesi, \u0130stanbul B\u00fcy\u00fck\u015fehir Belediyesi K\u00fct\u00fcphanesi, Ankara \u00d6zel Tevfik Fikret Vakf\u0131 Okullar\u0131, \u00d6zel Bilkent \u0130lk\u00f6\u011fretim Okulu, TED Ankara Koleji K\u00fct\u00fcphanesi\u2019nden (Umar\u0131m unuttu\u011fum kurumumuz yoktur. Varsa \u00f6z\u00fcr dilerim. Ekleyebilirler.) akademisyen ve k\u00fct\u00fcphaneci meslekta\u015flarla birlikte disiplinli ve koordineli bi\u00e7imde, ortak bir strateji belirleyerek, zaman zaman aram\u0131zda toplant\u0131lar yaparak \u00c7al\u0131\u015ftay\u2019da politika belgelerine okul k\u00fct\u00fcphaneleri ad\u0131na do\u011fru bildiklerimizi maddeler halinde yazd\u0131rmaya \u00e7al\u0131\u015ft\u0131k.<\/p>\n<p style=\"text-align: justify;\">Bunu b\u00fcy\u00fck \u00f6l\u00e7\u00fcde ba\u015fard\u0131\u011f\u0131m\u0131z\u0131 ve toplant\u0131n\u0131n okul k\u00fct\u00fcphaneleri politikas\u0131 a\u00e7\u0131s\u0131ndan son derece verimli ge\u00e7ti\u011fini s\u00f6yleyebiliriz. D\u00f6rt alt konuda ger\u00e7ekle\u015fen Komisyon \u00c7al\u0131\u015fmalar\u0131nda politika belgelerine yakla\u015f\u0131k <strong><span style=\"text-decoration: underline;\">250 politika maddesi yazd\u0131rabildi\u011fimi<\/span><span style=\"text-decoration: underline;\">z<\/span>i<\/strong> ve <strong>toplant\u0131ya a\u011f\u0131rl\u0131\u011f\u0131m\u0131z\u0131 koydu\u011fumuzu<\/strong> belirtmek isterim. Genel M\u00fcd\u00fcrler ve daire ba\u015fkanlar\u0131 d\u00fczeyinde kat\u0131l\u0131m\u0131n oldu\u011fu da d\u00fc\u015f\u00fcn\u00fcl\u00fcrse yaratt\u0131\u011f\u0131m\u0131z fark\u0131ndal\u0131\u011f\u0131n \u00f6nemli oldu\u011fu s\u00f6ylenebilir. Milli E\u011fitim Bakanl\u0131\u011f\u0131 b\u00fcnyesinde okul k\u00fct\u00fcphanelerinden sorumlu bir daire ba\u015fkanl\u0131\u011f\u0131 kurulmas\u0131, <span style=\"color: #ff0000;\"><strong><span style=\"text-decoration: underline;\">her okulda bir k\u00fct\u00fcphane ve her k\u00fct\u00fcphanede profesyonel bir k\u00fct\u00fcphaneci \u00e7al\u0131\u015ft\u0131r\u0131lmas\u0131<\/span><\/strong><\/span>, okul k\u00fct\u00fcphaneleri y\u00f6netmeli\u011finin acilen g\u00f6zden ge\u00e7irilmesi, \u00f6<strong><span style=\"text-decoration: underline;\">zel \u00f6\u011fretim kurumlar\u0131ndaki k\u00fct\u00fcphanecilerin \u00f6zl\u00fck haklar\u0131n\u0131n ve maa\u015flar\u0131n\u0131n 657 K\u00fct\u00fcphaneci \u00fcnvanl\u0131 kadrodan a\u015fa\u011f\u0131da olmamas\u0131<\/span><\/strong>, k\u00fct\u00fcphanenin \u00f6zel okul a\u00e7ma ko\u015fullar\u0131 aras\u0131nda yer almas\u0131, standartlar geli\u015ftirilmesi vb. okul k\u00fct\u00fcphaneleri ile ilgili her unsura ili\u015fkin ayr\u0131nt\u0131l\u0131 politika maddelerinin geli\u015ftirildi\u011fi ve sonu\u00e7 raporlar\u0131na sokuldu\u011fu<strong><span style=\"text-decoration: underline;\"> toplant\u0131 sonu\u00e7lar\u0131n\u0131n ne kadar ger\u00e7ekle\u015ftirilece\u011fini bilemeyiz elbette<\/span>.<\/strong><\/p>\n<p style=\"text-align: justify;\">Ancak bu konuda ki\u015fisel g\u00f6r\u00fc\u015fmelerimizde de \u0131srarl\u0131 olduk. Y\u00f6netmeli\u011fin hemen ele al\u0131naca\u011f\u0131, <span style=\"text-decoration: underline;\"><strong><span style=\"color: #ff0000; text-decoration: underline;\">Maliye Bakanl\u0131\u011f\u0131 ile ilk ve orta\u00f6\u011fretim okullar\u0131na k\u00fct\u00fcphaneci kadrosu tahsisi konusunun acilen g\u00f6r\u00fc\u015f\u00fclece\u011fi (hatta bu konuda ilk a\u015famada 50-100 k\u00fct\u00fcphaneci kadrosu talebinden s\u00f6z edildi) konular\u0131nda ciddi geri bildirimler ald\u0131k.<\/span> <span style=\"color: #ff0000; text-decoration: underline;\">\u015eu an bir tek k\u00fct\u00fcphanecinin dahi kadrosuyla \u00e7al\u0131\u015fmad\u0131\u011f\u0131 okul k\u00fct\u00fcphanelerine k\u00fct\u00fcphaneci istihdam\u0131n\u0131 sa\u011flayabilirsek e\u011fer, bu belki baz\u0131lar\u0131m\u0131za abart\u0131l\u0131 gelebilir ama, teknik hizmet s\u0131n\u0131f\u0131 kadar tarihsel bir ba\u015far\u0131 olabilir<\/span><\/strong><\/span>. T\u00fcrkiye\u2019de <strong>56.000 okul ve verilen rakama g\u00f6re 27.000 okul k\u00fct\u00fcphanesi<\/strong> oldu\u011fu d\u00fc\u015f\u00fcn\u00fcl\u00fcrse <strong>bu k\u00fct\u00fcphaneler k\u00fct\u00fcphaneci istihdam\u0131nda bizim i\u00e7in b\u00fcy\u00fck bir kap\u0131 anlam\u0131na gelecektir<\/strong>. Yeter ki bu kap\u0131y\u0131 bir aralayal\u0131m. Bizler bu konunun takip\u00e7isi olaca\u011f\u0131z. <strong>\u0130lk a\u015famada, mezunlar\u0131m\u0131z\u0131n istihdam\u0131 ile ilgilenen akademik birimlerden birisi olarak Hacettepe \u00dcniversitesi Bilgi ve Belge Y\u00f6netimi B\u00f6l\u00fcm\u00fc ve t\u00fcm k\u00fct\u00fcphanecilerin \u00f6zl\u00fck haklar\u0131n\u0131 korumak ve geli\u015ftirmekle sorumlu T\u00fcrk K\u00fct\u00fcphaneciler Derne\u011fi olarak en k\u0131sa s\u00fcrede Milli E\u011fitim Bakanl\u0131\u011f\u0131 M\u00fcste\u015far\u0131 ile okul k\u00fct\u00fcphanelerine k\u00fct\u00fcphaneci kadrosu verilmesi konusunu g\u00f6r\u00fc\u015fece\u011fiz<\/strong>. Y\u00f6netmelik konusunun da k\u0131sa s\u00fcrede \u00f6n\u00fcm\u00fcze gelece\u011fini tahmin ediyoruz.<\/p>\n<p style=\"text-align: justify;\">1962 y\u0131l\u0131ndaki 7.
